I don't know where the possession came from but I would have an idea that it is hanging skin close the nail. so thus suspend nails... I hold no idea.
bite the bullet and get hold of some clippers and cut it down to the bottom. i think that they nickname them that cuz they are right by the nail and they hang down outward.
